NOFO UPDATES

    We are pleased to share that Threshold CoC is launching a Notice of Interest (NOI) process for the upcoming FY26 Notice of Funding Opportunity (NOFO).

    The NOI is the first step for agencies and partners who are interested in participating in the FY26 CoC competition. While completing the NOI is not a commitment to apply, it helps the CoC better plan for the upcoming funding cycle and ensure all interested parties receive timely information.

    Why complete the NOI?
    By submitting the NOI form, you will be:

    • Added to a dedicated FY26 NOFO listserv

    • Included in communications about:

      • NOFO updates and timelines

      • Technical assistance opportunities

      • Helpful resources and guidance

      • Upcoming meetings and trainings

    We strongly encourage all agencies considering participation in the FY26 NOFO—whether applying for renewal, new, or reallocated projects—to complete the NOI prior to May 13, 2026.

  • Dear Threshold CoC Partners,

    HUD has officially announced the FY2026 CoC NOFO competition timeline, with the NOFO release anticipated soon and application deadlines following HUD’s published schedule. We encourage all agencies, providers, and community partners interested in participating to begin preparing now.

    Threshold CoC is actively working to finalize a local “What to Expect” timeline that will outline key dates, requirements, and preparation steps for our community. This timeline is intended to help all prospective applicants prepare effectively, stay informed, and navigate the competition process with clarity.

    As part of this year’s planning, Threshold CoC will request a Notice of Interest (NOI) to help us identify organizations interested in participating. Links to sign up will be sent shortly. 

    What you can do now:

          • Review HUD’s FY2026 CoC NOFO timeline

          • Familiarize yourself with last year’s FY2025 NOFO materials (rescinded, but expected to remain        similar) to better understand expectations and requirements

          • Watch for Threshold CoC’s upcoming NOI announcement and local competition timeline

HUD CONTINUUM OF CARE NOTICE OF FUNDING OPPORTUNITY (NOFO)

The U.S. Department of Housing and Urban Development (HUD) established the Continuum of Care (CoC) program to distribute housing funds to communities across the U.S. In Douglas, Sarpy, and Pottawattamie counties, local service providers received $7.1 million in CoC funds in 2024. This is one of several sources of funding providers use to help end homelessness in our community.

STandards of Administration

We continually update and improve our mandated, continuum-wide Standards of Administration. These Standards are reviewed annually and updated according to CoC, Emergency Solutions Grant, Nebraska Homeless Assistance Program, and Iowa Shelter Assistance Fund programming changes, best practices, and current initiatives.

2024 Appeals Process

As the Collaborative Applicant for the HUD Continuum of Care (CoC) Notice of Funding Opportunity (NOFO), Threshold CoC ensures a fair, transparent, and equitable application review process.
If an applicant believes their project was not evaluated fairly, they may submit an appeal under specific conditions

  • You may file an appeal only for your own application if:

    1. Overlooked Information
      The Independent Review Committee (IRC) missed critical details in your submitted application, budget, or required documentation that would have improved your score or met threshold requirements.
      (No new information can be submitted.)

    2. Lack of Fairness
      There is credible, detailed evidence that your application was scored unfairly.

    • Format: Written letter on agency letterhead.

    • Content: Clearly state the reason(s) for appeal and list all contested issues.

    • Submission: Email to the Threshold CoC Director of Programs & Compliance.

    • Deadline: Within 3 business days after Threshold CoC announces project scoring, ranking, and tiering (unless otherwise stated in competition materials).

    • Note: You may only clarify information already included in your original application — no new data allowed.

  • The Appeals Committee is made up of 3 non-conflicted members:

    • Two Threshold CoC Board members who:

      • Do not represent a homeless services agency.

      • Do not receive HUD (CoC or ESG), NHAP, or IFA funding.

      • Have no conflicts of interest in the NOFO process.

    • Chair of the Independent Review Committee (IRC) as the third member.

    One member will serve as Committee Chair. All three have voting rights.

  • Information Packet Prepared
    Includes:

    (No new materials may be added.)

    • Original appeal letter.

    • Original funding application & budget.

    • Average scores for all new projects.

    • Any required submission documents.

    1. Committee Meeting
      The appellant does not attend in person — only written testimony is reviewed.
      Meeting agenda:

      • Overview of process – 5 min

      • Introductions – 5 min

      • Review of appeal materials – <15 min

      • Committee questions – <15 min

      • Deliberation – <20 min

    2. Decision

      • Verbal decision shared with CoC Director immediately after deliberation.

      • Written decision provided within 1 business day.

      • Impacted agencies notified within 1 business day.

      • Decision communicated to all CoC-funded projects.

  • If not satisfied with the local decision, applicants may:

    • Submit a Solo Application directly to HUD in e-snaps before the NOFO deadline.

    • Follow HUD NOFO provisions for direct appeals.
