The FY25 CoC NOFO is currently withdrawn by HUD, but there is uncertainty about whether or when they will release another version.
After discussion, Threshold and the Independent Review Committee (IRC) have decided to continue to take steps to establish our funding priorities and application process.

Hello NOFO Friends,

As you can see, they claim they will reissue it before the funding deadline. During this break Threshold will continue to update our process and review questions we will have more time to address.
If you have been working on an application, we strongly encourage you to continue to put the needed pieces in place to be ready to apply when they release it again.

Hello Friends,
Thank you to all who are working through this NOFO process with us. We appreciate your patience and understanding while we navigate this competitive process.We posted the FY25 NOFO scorecard yesterday as a link and as a result there was some confusion with partners trying to fill it out online instead of exporting their own versions to work from. WHOOPS! We have corrected the scorecard and are providing it as an attachment. You must download a scorecard and fill it out for each of your projects. Specific Questions about the renewal scorecard have been added to the Q&A.
We provided the application as a PDF on Wednesday so you could begin working on your application as soon as possible. Our team has now created a Microsoft Form which will make final submission easy to do. We highly recommend drafting your answers on a separate document and then pasting them into the form for submission. This also helps because you must fill out a separate application for each project, but some information will likely be repeated on each.(LINK to FORM)
We have also created a Q&A form to answer all questions that we have received about this competition as of Friday December 5. We will continue to add to it as more questions come in. (LINK to Q&A)

There are major changes for CoCs including:
No more than 30% of a CoC’s Annual Renewal Demand (ARD) under this NOFO will fund Permanent Housing projects, including PSH, RRH, and TH-RRH projects.
For reference, currently 95% of the CoC's ARD goes toward PSH and RRH.
HUD will allow some existing renewals to transition to other project types (such as TH). We will provide additional guidance on this soon.
Tier 1 is equal to 30% of the CoC's ARD. This means only 30% of the CoC's ARD will be "safe" and the CoC will compete for the remaining funds.
HUD’s timeline for this NOFO is extremely tight, so we will be asking grantees to be prepared to thoroughly read emails from the CoC and be prepared to take action quickly.

This will be the general CoC NOFO webinar for any community member who is interested in applying for new or renewal projects, or interested in learning more about the NOFO.
We will not be answering specific renewal questions during this webinar.
This is not required for CoC grantees or prospective applicants, but we recommend attendance if you are able. It will be recorded and we will send out a link following the session.

Mandatory Next Steps:
We are asking that ALL CoC-funded organizations complete the following survey by Monday, 11/24 at 3pm. The IRC Committee will use the information in this survey to map out formal guidance for all grantees on next steps.
If any grantee fails to respond to the survey by the deadline, this could put the project at potential risk of reallocation.
Please Read Carefully before completing the survey.For all housing projects: HUD has changed its guidance around supportive services/Housing First and is now asking all CoC grantees to affirm whether they will require/mandate supportive services for all participants as a condition of being in the project, as evidence by a lease, participation agreement, etc. We are asking all CoC grantees to confirm that they are willing to require some type of supportive services for participants (such as meeting with a case manager at a specific frequency). We will be working on providing a template for what this might look like.
For all projects (TH, TH-RRH, RRH, PSH, SSO, SSO-CE, HMIS): We are asking if any grantee is willing to voluntarily reduce their grant OR if any grantee is interested in fully reallocating their project. This is not required, but we know some grantees may be interested in this.
If your project is chronically underspent, please consider voluntarily reducing your grant to the average amount that you spend.
Please note that IRC and Non-Conflicted Board will be making formal decisions related to reallocations (partial or full) in the upcoming weeks, and will notify any grantee subject to reallocation in writing. However, if any grantee is interesting in voluntarily reducing or reallocating your grant, you can indicate that in the survey.
For RRH and TH-RRH Projects:
Because of the limitations above, we are asking that all TH-RRH and RRH projects confirm in the survey if they are willing to transition to a Transitional Housing (TH) project model.
The good news is that we believe based on the NOFO that TH projects can be set up with operating OR leasing OR rental assistance. Which means TH-RRH or RRH projects that convert to TH can likely continue to operate as rental assistance if desired, OR move to a master leasing model or operating model (operating would only apply if your organization owns a building to be used as TH). TH projects will have the same time limit as RRH (maximum 24 months).
If you are willing to transition to TH, this will mean reallocating your TH-RRH or RRH project and submitting a new project application in e-snaps for TH. In the e-snaps application you will indicate that this is a transition grant. HUD allows transition grants 1 year to fully transition from one project type to another. If funded, the transition grant would start the day after the existing FY24 grant period ends, so there would not be a gap in funding. Transition grants are limited to the total annual renewal amount shown on the FY25 GIW but will be able to move funds around among the budget line items. More than one renewal projects can be transitioned into a single new project.
Please note that projects previously funded under the DV Bonus CANNOT use the transition grant process. If DV Bonus RRH projects are willing to transition to TH, this would mean fully reallocating the project and coming in for a new TH project. If the TH project is funded, there could potentially be a gap between when the RRH project ends and the TH project begins.
If you are willing to convert your RRH or TH-RRH to a TH model, HUD is asking whether you can commit to providing 40 hours per week of supportive services to each participant. We know this is a major change. At this time, we are not requiring providers to commit to 40 hours per week of services, but if you are able to set up your project in this way it will make your project more competitive for HUD as this is one of the criteria HUD will be using to evaluate TH projects.
This can either be done by your agency or via community partnerships. This could include things like case management, employment training, substance use treatment, etc.
The 40 hours per week may be reduced proportionately for participants who are employed.
The 40 hours per week does not apply to participants over age 62 or who have a physical disability or developmental disability.
If you are willing to convert to TH, you will be able to reconfigure your budget. You will need to keep your total project budget the same (i.e., if you a $100K grant, you will likely need to stay at this amount); however, you will be able to make adjustments across Budget Line Items within that cap. For example, you could reduce your project by 1 unit and add service dollars, if needed, to meet the service parameters as outlined above. We will provide more guidance on this in the coming weeks.
If RRH and TH-RRH projects are not willing/able to convert to a TH model, it is possible that your project could be reallocated and would not be able to be submitted under the FY25 CoC Competition, due to the 30% cap on PH imposed by HUD. This decision will be made by Independent Review Committee
For PSH projects:
We are asking PSH projects to confirm if they are interested in converting to TH. This is not required; however, we are aware that some PSH projects may be interested in moving to a TH model. The major differences are that TH projects have a time limit of 24 months, and a broader eligibility than PSH (participants do not have to have a disabling condition, and TH is not prioritized for chronically homeless households).
Please note that responses to the survey are considered binding - if you state in the survey that you are willing to take a certain action related to your grant, the CoC will proceed accordingly. The form is not due till Nov. 24th, but if you have a plan for your project, you can fill it out anytime.

A formal Project Solicitation/RFP will be issued to any organization that wishes to apply for funding, including new and renewal projects, as soon as possible, no later than the week after Thanksgiving. We anticipate that a draft for review by the IRC may be posted prior to Thanksgiving.
Any grantee who is converting to a TH project from another project type will be required to submit a NEW project application in e-snaps (not a renewal application). We will provide guidance on this.
We anticipate that all e-snaps applications (renewal or new/transition grant applications) will be due by 12/10/25.
We anticipate conducting a brief review to identify issues requiring follow up/clarification by 12/15/25. Applicants must respond with corrections/information by 12/17/25.
The CoC NOFO requires notification to all project applicants participating in the local competition of their status as accepted, rejected, or reduced, along with their ranking, by no later than 12/30/25.
For projects selected for submission to HUD, we anticipate sending feedback (edits needed) to CoC grantees on e-snaps applications by 1/5/26. We anticipate that any e-snaps edits will be due to the CoC by 1/9/26.
The IRC and Non-Conflicted Board will make determinations on partial or full reallocations in the coming weeks, and any grantees impacted by this would be notified.
We know that some of these timelines will be very challenging with holiday plans. We ask that all applicants plan ahead and be prepared to have more than 1 staff person equipped to submit applications in e-snaps if needed.
We know that these are major changes and will have wide-rippling impacts on the CoC's overall ability to respond effectively to homelessness. We will working closely with CoC leadership to think strategically about how to proceed in this new climate.

We have assembled an Independent Review Committee (IRC) composed of non-conflicted members of our community with experience in homeless response. They will meet early next week to review policy in light of this NOFO's requirements and priorities. They will decide the scoring rubric and ranking of new and renewal projects.

HUD published the CoC NOFO on the evening of November 13, 2025. The deadline for our CoC to submit the Consolidated Application to HUD is January 14, 2026. The Threshold CoC team will be reviewing thoroughly and will be in touch next week with more information and timelines.

Threshold CoC will be holding our annual CoC program NoFo Webinar in partnership with DMA on:

This webinar is a requirement for all current CoC Program grantees and any organization considering applying for new supportive housing projects under the CoC Program NOFO.

HUD CONTINUUM OF CARE NOTICE OF FUNDING OPPORTUNITY (NOFO)
The U.S. Department of Housing and Urban Development (HUD) established the Continuum of Care (CoC) program to distribute housing funds to communities across the U.S. In Douglas, Sarpy, and Pottawattamie counties, local service providers received $7.1 million in CoC funds in 2024. This is one of several sources of funding providers use to help end homelessness in our community.

These Standards are reviewed annually and updated according to CoC, Emergency Solutions Grant, Nebraska Homeless Assistance Program, and Iowa Shelter Assistance Fund programming changes, best practices, and current initiatives.

If an applicant believes their project was not evaluated fairly, they may submit an appeal under specific conditions

The Independent Review Committee (IRC) missed critical details in your submitted application, budget, or required documentation that would have improved your score or met threshold requirements.

There is credible, detailed evidence that your application was scored unfairly.

Format: Written letter on agency letterhead.
Content: Clearly state the reason(s) for appeal and list all contested issues.
Submission: Email to the Threshold CoC Director of Programs & Compliance.
Deadline: Within 3 business days after Threshold CoC announces project scoring, ranking, and tiering (unless otherwise stated in competition materials).

One member will serve as Committee Chair. All three have voting rights.
