OMA-EPP.org: A New Resource for Community Progress

This year, Omaha faced a difficult, but important conversation. In August, a city ordinance was proposed that would have effectively criminalized homelessness in our community. In response, residents, advocates, and service providers voiced their concerns. We saw overwhelming support from people who spoke out, calling for compassionate, evidence-based solutions that address the root causes of homelessness rather than punishing people for experiencing it.

These conversations emphasized that Omaha must take meaningful action that must be coordinated, transparent, and grounded in dignity for all our neighbors.

Over the past several months, Threshold CoC and multiple community partners have worked closely with the City of Omaha Mayor’s Office to transform community dialogue into meaningful action in the form of a city-wide pilot program. This six-month pilot is designed to connect unhoused people with resources more rapidly and consistently while also addressing encampments in a respectful, effective way. Our collective goal is simple: ensure that every response to homelessness in Omaha is rooted in safety, compassion, and accountability.

Centered On Accurate, Local Data

OMA-EPP.org is a new public resource created in partnership with the City of Omaha. This website offers a transparent, current view of the pilot program data and the coordinated response to homelessness in Omaha.

On this site, you will find:

  • Key information about how the pilot program works including dates, focus areas, and the three components.

  • Current data from the pilot, including outreach activity, locations where outreach is focusing, and the impact our work has in connecting people to housing-focused solutions.

  • Progress updates showing how our collaborative approach is improving response times and increasing support for people living in encampments.

  • Ways you can support by reporting areas where neighbors may be living to connect them with services, promoting advocacy, and collaborating for more community engagement.

OMA-EPP.org represents our commitment to transparency, partnership, and shared responsibility across our CoC. Ending homelessness requires coordinated systems, compassionate policies, and sustained involvement. This resource is designed to keep our partners and the broader community informed.

We encourage you to use this resource to keep informed about our approach and discover meaningful ways you can support this work. Together, we can ensure that Omaha’s response to homelessness reflects our values and strengthens our community.
